This PR updates the GitHub Actions workflow to use the official mongodb-labs repository for driver GitHub tools instead of a personal development branch. This is a backport of changes to the 2.20-stable branch.

Backport #2963 to 2.20-stable
The release infrastructure was still pointing at the (now-defunct) branch that I used to update the release code for DBX Ruby. This PR points it all back to the repository in mongodb-labs.
